Expressions of Interest - Ports Security Contract
8th January 2016The States of Guernsey Public Services Department are seeking expressions of interest from competent DfT recognised and approved Security Providers for the supply of Aviation Security Services for Guernsey and Alderney Airports and Maritime Security Services for St Peter Port.
Guernsey and Alderney Airports are required to operate in accordance with the Channel Islands’ Aviation Security Quality Control Programme. The objective is to meet the requirements of the Channel Islands’ Common Basic Standards for Safe Guarding Civil Aviation (Annex A) against acts of unlawful interference. In particular it describes the framework arrangements / methodologies for verifying that security measures are effectively and properly implemented in accordance with the provisions of all relevant aviation security legislation, The Channel Islands’ Civil Aviation Security Programme (CICASP) and other international obligations as appropriate.
The Airport Security Programme (ASP) describes the methods and procedures which are required to be implemented by the Airport Directors in fulfilment of the Public Service Department’s undertaking to comply with the requirements of, as extended to Guernsey by the Aviation Security (Guernsey) Order 1997, the Aviation Security (Bailiwick of Guernsey) Direction 2012, as amended, and the requirements of the CICASP and any other security requirements as required by the Channel Islands Aviation Security Regulator.
Guernsey Harbours is required to operate in line with the International Ship & Port Facility Security (ISPS) Code enacted under the Safety of Life at Sea (SOLAS) Convention. The Convention extends not only to port facilities but also to vessels using the ports. The Security of Ship and Port Facilities (Guernsey) Ordinance, 2004 has been enacted locally, thereby extending SOLAS and ISPS requirements to Guernsey.
The ISPS Code requires a port facility to undertake the following measures:
- Ensure the performance of all port facility security duties;
- Control access to the port facility;
- Monitor the port facility, including anchoring and berthing area(s);
- Monitor restricted areas to ensure that only authorised persons have access;
- Supervise the handling of cargo;
- Supervise the handling of ship’s stores;
- Ensure that security communication is readily available.
